Elpidio Quirino, the 2nd Philippine president (1948-1953), was born on November 16, 1890, in Vigan, Ilocos Sur. He worked as a barrio teacher while studying, later graduating in law from UP in 1915.
Quirino entered politics in 1919, becoming a senator and securing Philippine independence in 1934. As VP under Manuel Roxas, he assumed presidency in 1948. His focus: post-war reconstruction, economic growth, and social justice. He established the Central Bank, Economic Development Corps, and rural banking systems, and implemented land reform and labor initiatives.
